HJR 8, sponsored by Rep. Andrew Koenig, would expand and increase the state’s sales tax in lieu of a progressive income tax. Partnership for Children opposes this bill because of the added tax on children’s services like child care and health care. We are joined by a wide range of stakeholders and we don’t believe there is much appetite for this bill this year. We are still worried, however, that it could make it to the ballot in 2012 funded almost in its entirety by one billionaire from St. Louis.
